The author in the reading asserts that high taxes not only and avoid increasing this behavior, but also have some benefits for all of us, and provides three reasons for support. The professor in the lecture, however, contends that the reasons are not convincing, and casts doubt on each of the reasons which are mentioned in the passage.
First, the reading argues that high taxes can discourage people who show this kind of unhealthy behavior. On the contrary, the lecturer holds the view that this method will not lead to cut off unhealthy behaviors, and people who spend higher taxes will buy cheaper cigarettes which have more harmful materials for them. Besides, by doing so, it will increase the risk of disease among them. Also, they have less money for buying other things which are useful for them like healthy food.
Moreover, the passage declares that high taxes is totally fair because these people acting negative behaviors, increase medicine cost for governments. On the other hand, the professor in the lecture dismisses this assertion and adds some people think this method is unfair. They believe that people who suffer from smoking and other bad behaviors have higher incomes or lower incomes. By increasing taxes the second group who have less salary will damage, and it has some negative influenced on their lives. So, he thinks it is unfair for them. Besides, the other group will not change their behavior.
Finally, the author in the reading claims that high taxes might increase the government's incomes and it can allocate more budget for building some useful places for citizens. Conversely, the lecturer refutes this idea and says higher taxes will increase the dependency of government on this kind of taxes and they will not try to avoid this behavior. Hence, they should not only take care of the negative effects of these behaviors but also build healthy places for people.
