The reading explained the power company opinion about imposing strict laws on the coal ash disposal and brings 3 different reason to support their ideas. In the lecture the lecturer argues about all of their claims and challenges them. She states that definitely new rules should be strictly adopted.
First, the reading claimes that rules are already in place and companies obey the rules. they should use liner to prevent any contamination to their environment and therfore there is no need for stricter rules. However, the professor illustrates that rules are for new company not for the old one. So, using liner is not sufficeint because in old feild there are significant damage and liner is not sufficient. leaking and contaminating of drinking water could be the result of it. so rules should be in place for old and new disposal areas.
Also, reading claims that stricter rules reduces the use of recycling coal ash which is used in many building materials because of costomer concern about hazardous materials. In the lecture, lecturer refutes this idea and brings an example to support her idea. she uses the example of murcury which is dangerous and has strict rules but has safe recycling and people use recycled mercury. Therefore, it is unlikely that people be afraid of using recycled coal ash as well.
Third, the professor agrees with the reading that strict rules will increase the price. However, she states that the increased cost are worth it. She brings the statistic of increase in cost of power of 15 million dollar which is high but per house hole it is only 1 percent increase. So , it worth it if people just pay 1 percent more in their bill but have a clean and safe environment.
