The reading and the lecture are both about regulations to decrease the coal ash and harmful chemicals in burning coal. In this vein, the article states that united states government's new regulations are unnecessary and might actually have negative results and provides three reasons to support this assertion. The lecturer casts doubt on the claims made in the article and she is of the opinion that all of the mentioned problems have promising solutions.
First of all, the author mentions that these regulations exist already. However, the lecturer highlights that these regulations are not sufficient. she puts forth the idea that these stictions must be created because the ponds and landfills used in burning coal operation are very old and cause a lot of damages.
Secondly, the writer states that the new strictions might bring discouragement of coal ash recycling into other products. This point is challenged by the speaker. She believes that adding new regulations doesn't mean stop using the recycling. She continues to bring the example of mercury. This element can be storage for a long time and some companies have accumulated mercury for fifty long years.
Finally, the essay asserts that new strictions would cause an incredible increase in disposal. Conversely, the professor states that even though there will be an increase in handling costs for the power companies but the total cost would be just one percent and this is an insignificant amount.
