Do you agree or disagree with the following statement?
It is more important for the government to spend money on art museums and concert halls than on recreational facilities such as swimming pools and playgrounds.
In today's modern and sophisticated world, governments play a vital role in societies by allocating money to improve different parts of a country. In this connection, governments have different priorities for investing their budget. Although contested by many that the matter of spending money on recreational facilities is highly beneficial, such an issue is regarded as both constructive and positive by a substantial number of individuals. I concur with the notion that it is a real boon for a country to enrich art museums and concert halls.
First, it is essential to preserve museums and concert halls as they represent the culture of countries. To be more specific, the tourism industry will improve if governments allocate money to enhance museums because they contain art, which pertains to the history of a country and has great appeal for foreign visitors. For example, last year, I decided to have a trip, so I preferred to go to the city with historic buildings and improved museums. After researching about many countries, I chose one with the high-quality art museums, thereby realizing the history of that society. Moreover, when I went to the museums, I found that many tourists there, leading to increment the government's budget. If the government had not invested money in museums, they would not have gained profit from the tourism industry.
Second, people can achieve comprehensive knowledge when their country has wonderful museums and concert halls; thus, governments should dedicate money to these parts of a country. To elucidate, citizens can gain information in a different realm by visiting museums such as art, history, geography, and music; therefore, they are encouraged to learn them. For example, I take my son to museums and a concert every month. Accordingly, he has tremendous information in the painting fields and musical instruments. As he has informed about these fields, he has decided to learn the piano; otherwise, he is not aware of instruments and does not understand in which field he is interested.
To conclude, while there are several arguments on each side, I profoundly believe that it is a great asset for governments to spend money on museums and concert halls. Not only does increasing tourism industry compensate their expenses, but also it provides insight into art for the public.

Better to have 5 paragraphs with 3 arguments. And try always support/against one side but compare two sides, like this:
para 1: introduction
para 2: reason 1. address both of the views presented for reason 1
para 3: reason 2. address both of the views presented for reason 2
para 4: reason 3. address both of the views presented for reason 3
para 5: conclusion.
So how to find out those reasons. There is a formula:
reasons == advantages or
reasons == disadvantages
for example, we can always apply 'save time', 'save/make money', 'find a job', 'make friends', 'get more information' as reasons to all essay/speaking topics.
or we can apply 'waste time', 'waste money', 'no job', 'make bad friends', 'get bad information' as reasons to all essay/speaking topics.
