Dear Steve,
I am currently staying at Room 42 of Clinton Building. This letter is in regards to the noise coming from the adjacent flat which you own.
As you know, I am a student and have been staying in your flat for the past year and have had no problem. But in the past few weeks, the new tenants in the other flat have been creating a ruckus. They would host parties every other day, bring in loads of people. They clearly have no idea about the time of the day be it day or night, they continue their activity. Like me, the other elderly tenants are also facing the same trouble.
If I could suggest you few points viz. restricting the number and timing for outsiders, limiting noise level, no party on weekdays and after 12 etc.
I request you to please look into the matter and take appropriate steps
