In more detail, in 2000, the proportion of adolescents at 15 with low literacy levels in Denmark was under 20% and registered the highest position among the countries. The rate, however, gradually decreased to 15% by the end of the period.
On the other hand, the other nations increased by varying degrees. Austria witnessed a significant rise from approximately 15% to about 28% during the timescale, reaching the top of the chart. Meanwhile, the percentages of 15-year-olds with literacy problems in Sweden and Denmark started at 11% and 13%, respectively. Afterward, both of them increased to the exact figure, 17%.
