True success can be measured primarily in terms of the goals one sets for oneself.

Goals play a very significant role in one’s life. They provide focus and reason for an individual to live. They act like targets so that one can focus all their efforts in that direction. And so we come to “efforts”. Goals are just like a map, they only provide an individual a direction to move but provide no help in any form to an individual to actually reach his destination. To reach desired destination, one needs to actually take efforts. And thus I don’t believe that true success lies in only setting goals but that it lies in doing efforts to achieve those goals.
It is always profitable to focus on achieving goals than just on setting them. Anyone can set lofty unrealistic goals and do seldom to achieve them. But it takes courage and persistence to actually follow the path towards one's goals. Napoleon would not have been successful if he only sat around lavishly setting tough goals. Instead, he chose to set such goals and work hard towards to achieve them.In fact, people know Napolean not for his goals but for his deeds. Hence, it is evident that even society considers one’s deeds and efforts as success and not one’s goals. Hence, success lies not in setting goals but in achieving those goals.
Whenever, a person strives hard to achieve his goals, he incurs a lot of hardship in doing so. It is only when one defeats the obstacles and challenges he truly triumphs and can be called successful. Abraham Lincoln is known for his persistent attitude and triumph over the hardships faced by him during his efforts towards the slavery bill. Thus, true success lies in overcoming the challenges faced while pursuing the goals.
Now some people may argue that setting correct and realistic goals is very important and success lies in doing so because if proper goals are not set all the efforts go in vain. They would usually cite the example of government. They assert that if a government is unable to identify key issues and set proper goals to eradicate them, all the efforts made by it are useless. While it may be true that identifying the root cause and addressing it thoroughly is of prime importance in such cases, no progress can be done if the government doesn’t work towards it’s goals. For instance, we often disregard politicians unworthy not because they are unable to set proper goals but because they seldom work towards their set goals.
Hence, it is inappropriate to measure success in terms of ability to set goals but instead, success should be measured in terms of efforts required and the challenges tackled to achieve it.
