Every student has his own preference of how they study and interact in their class. Some of them will be highly communicative in the class preferring discussions more than a lecture whereas others may have the opposite preference. Though both of them has strong points to argue, I prefer Lecture based class with almost no discussion for the following reasons.
First and foremost, classes are designed with a limited amount of time which is required to deliver the lecture, since nowadays teachers mostly come to class with a prepared lecture as part of the whole syllabus to be covered in a semester. This kind of organized lecture material is very important for higher studies like university curriculum where the subjects are very specific to their topics. In depth knowledge is required for this topic, that cannot be achieved by only reading books or papers in absence of a teacher specializing in that particular topic in most of the cases having a related doctorate degree. Hence this valuable opportunity should not be missed by the students for discussions in the class time which may cut short the effective time for both the lecture and the discussion.
On the contrary, time is not limited by the class only rather today their are other facilities for students for their group initiatives. For example students can discuss among themselves find out the key questions or points to be discussed with the professor during his counseling hours. This way many small groups will discuss the same problem from different angle to find out better solutions rather having a unregulated discussion in a class of sixty pupil and only one teacher, as I used to be during my undergraduate in engineering. I, myself have experienced far more enthusiastic and spontaneous participation in small groups rather than in a class crowded with students.
Finally, discussion in the class affects two type people the most. People having public speaking fear get totally muted in this social scenario, whereas, they can better communicate within the small group of known people. Moreover, Students having over confidence seek professor's attention sometimes with steering up unnecessary discussions. Thus teachers may get a false impression compared to other students in the class.
To conclude, though every coin has two sides, I believe the above mentioned reasons and example of situations in a class discussion well states its negative impacts on class schedule, quality of discussion and social bullying. And for these reasons I prefer classes with lecture and having very less discussion.
