Your neighbors have recently written to you to complain about the noise from your houseflat.
Write a letter to your neighbors. In your letter
Explain the reasons for the noise.
Apologize
Describe what action you will take.
Dear Mr. Smith,
I am writing to apologize for the noise that has been disturbing you since I had moved in.
I rent a flat on the fifth flour right above your apartments. Today I was informed by my landlord that there is a complaint on me from you. From your letter I learnt that you can hear how I, my spouse and the child running, walking and moving furniture above you.
I deeply apologize for the inconvenience caused. I had no knowledge that my family has been so troublesome for you. I would like to reassure you that I will do whatever it takes to address the problem effectively and quickly.
This morning I went to a local department store and purchased several thick rugs that will be put in the main rooms. To make a right choice I consulted with a store managed who guaranteed that those mats will not let any noise in your home. The delivery is scheduled on tomorrow afternoon. My family will be extremely careful not to disturb you till the bought rugs arrive.
Once again, please accept my apologies.
Sincerely yours,
Mr. Dubinchuk

flaws:
Better not to passive voice a lot. When it is possible to use active voice, don't use passive voice. for example:
Today I was informed by my landlord that there is a complaint on me from you. From your letter I learnt that you can hear
advised:
Today my landlord informed me with a complaint letter from which you can hear....
