Ofcourse that an honor code can work well with students which already have higher self-moral or fear/respect from the authority. The question is whether such code can apply to students with less respect to authority or laws and norms. It is possible that in a college in which students are registaring only to get a degree and not an education, the cheating rates may be higher because of the different motives.
Finally, it will be interesting to know what senctions were given to students who are caugt cheating? If the punisment is too high, such as droping from school or a very high fine, it is possible that the reason for not cheating is the punisment and not the honor code or other self-moral-code.
In conclusion, I tend to agree with the notion of an honor code and storgnly support it's implamintation. Yet, It should be advised to answer the three questions raised here in order to make sure that the reason for not applying an honor code will still be higher then the reasons not to.
