The reading brought up three reasons that coal ash, a waste product that is elicited from burining coal, should not be strictly handled. However, the lecturer casts doubts on this claim by saying that there should be even stricter rules to handle and dispose this chemical. She refutes each of the author's points.
First, that there has been a set of strict rules already about this problem, as the reading claims, is rejected by the professor. She explains that current regulations about adopting liner material is inadequate. Since it just requires companies to use it on new landfills and ponds, not the old ones. However, at older landfills, liner leaks into the soil and contaminates the surrounding environment. So, there should be stricter rules that force companies to use liner not only on new landfills, but also on the old ones.
Second, the passage argues that strict rules for handling and storing coal ash may discourage the process of recycling it into useful materials that are bought by customers. It is a possiblity that customers also are discouraged from buying products that are created from coal ash. On the contrary, the professor posits that adopting stricter rules does not necessarily mean that customers will not buy the coal ash based products. For example, there were a kind of material, namely mercurary which also had strict rules for storing and handling. Customer willingly bought this product without paying attention to strict rules.
Third, the author makes a point that enacting strict rules would yield to a major increase in handling costs for the power companies and in this situation, they will have to increase the price of electricity. In contrast, the professor claims that even if it imposes high costs, it will be worth it. For example, an analyzer explains that if this process costs almost fifteen billion dollars for a company, it will result in just one percent increase in the price of electricity for consumers. The professor thinks that this amount of increase would be worth keeping the environment cleaner.
