The article states that coal ash which is produced as a waste products in power plants although it is harmful for our environment but it does not need to regulate some rules to prevent its damages and then provide some reasons to support. However, the professor explains that the current regulation are not enough and there should be some rules to prevent damages and refutes each author's reason.
First, the reading claims that there are sufficient regulation that are performed. for example liner that is necessary for every power plants to prevent coal ash component from leaking into soil and polluted nearby environments. The professor opposes this point by saying that when new landfill or pond is constructed, they facilitated by liner and the older ones still damage our environment and leak into soil and polluted our groundwater.
Second, the reading alludes that some predictions show that strict regulation about coal ash discourage recycling into other products. In contrast the professor states that These regulations do not mean to stop recycling these kind of products. There are other damaging material like mercury that is some restrict regulation for storing for long time and all people accept these rules due to its damages.
Third, the reading says that these regulation will cause increase in cost of companies and it leads that they increase the electricity cost that is unpleasant by consumers. The professor cast doubt on this point by explaining that although the cost is about 50 billion dollars and is huge but averagely it increases the cost of electricity about one percent for every consumer that he think it is not big price to pay for having clean environment.
