The reading and listening materials debate on whether the US government should create some stricter regulations for handling coal ash. The reading passage does not hope to make such regulations and gives three reasons, which are contradicted by the following listening passage.
Firstly, the reading passage points out that such effective regulations already exist. However, the speaker believes that's not sufficient because these companies only use liner in new pond or landfill, nevertheless, there are lots of old ponds without liner. They may pollute drinking water as well. We should prevent such harmful situation.
Secondly, the reading passage thinks that strict rules will discourage the recycling, while the speaker takes mercury as an example. She points out that it is a dangerous element and handled strictly as well, but such recycled mercury products still attracts lots of consumers.
Thirdly, the reading passage believes that new regulations would increase the costs for the power companies and enhance the price of electricity. However, the speaker points out that the average price of electricity will increase only 1 percent, and people can accept it.
