Over the past two years, the number of shoppers in Central Plaza has been steadily decreasing while the popularity of skateboarding has increased dramatically. Many Central Plaza store owners believe that the decrease in their business is due to the number of skateboard users in the plaza. There has also been a dramatic increase in the amount of litter and vandalism throughout the plaza. Thus, we recommend that the city prohibit skateboarding in Central Plaza. If skateboarding is prohibited here, we predict that business in Central Plaza will return to its previously high levels.

Suggested argument postulates that that increased number of skateboard users deteriorate Central Plaza’s business. While it may be true that riding inside busy mall skateboarder might have scared away many customers, and this kind of obstructive and potentially dangerous demeanor is unacceptable the argument fails to prove it.
To begin with, skater’s demeanor should be clarified. It’s not obvious now whether skateboarders indeed misbehave in a disruptive way. In case skaters, indeed, ride inside of the mall and, moreover, collide with shoppers and the number of such incidents is significant enough, business decline could be attributed to skater’s activities.
