Various arguments have been given for and against the recommendation that governments should not invest money on ‘non-essential’ studies like the arts, when their citizens are suffering from a paucity of basic amenities like food and jobs.
The study of arts such as History, Literature, Politics, etc. is essential for the proper understanding of a nation’s past, and the culture of its people. The people who view these topics as a waste of the nation’s money need to consider the fact that most of the civil servants, at least in countries like India, specialize in these subjects. This is because they are crucial for governing the people. It would thus be highly ironic for the government to cut off funding for these subjects based on the claim that they serve no purpose, when in fact, the government is actually run on the knowledge gained from this field of study.
At a first glance, it might appear that arts have no direct contribution to the economy. True, the study of these subjects makes no direct contribution. But consider the case of great works of art like the Taj Mahal, Louvre, the Mona Lisa, etc. These are great examples of how the contribution of a single artist can continue to get revenues (in form of tourism) for the nation for generations to come, and hence contribute massively to developing the economy of the country.
Finally, another possible argument against the funding of arts is that it is downright immoral for the government to divert its funds elsewhere when a significant number of its citizens are dying of hunger and poverty. First of all, who has the right to decide if the number of impoverished people is significant or not? Secondly, this argument would hold more weight if it were possible for the government to make the aforementioned problems go away solely through the payment of a large sum of money. However, simply spending money is only a way to delay the inevitable- sooner or later, the people in concern are going to end up in the same situation, unless we plan for the long term and focus on developing the economy and increasing the jobs, which can be done by supporting arts, as mentioned above.
Thus, we can conclude that, unemployment and hunger require long term solutions, instead of just the diversion of funds from fields of study,
