In the beginning, University had approximately one million students and the governmental spendings on each person amounted to nearly 6500 pounds, which was the highest quantity of money spent over the given period. Of this number, just under two thirds came from families with middle income. Meanwhile almost two-thirds of undergraduates had higher earnings in their families. By stark contrast, a tiny minority was estimated to have low economic background.
By 1997, university had a slight increase in number of students, while the government subsidies on each student declined dramatically to nearly 5,000 pounds. After this decrease, spending amounts leveled off and remained the same until 2001. On the contrary, the population of undergraduates increased extremely and reached almost 2.1 million in 1999. However, this number lowered a bit by 2001.
To sum up, the biggest part of students belonged to medium stratum in 1991. During the next 10 years, the total quantity of students rose generally, while government expenditures fell down, vice versa.
