Your neighbor keeps his/her animal in the garden. Write to him/her about it and the inconvenience it causes you and your family.

explain why it causes inconvenience
suggest a possible solution to it
Say what actions you might take if the need arises.

Dear Martin,
I am your neighbor from the 47th apartment. I am writing about your dog that was held on a leash in the garden.
The problem is my windows go directly to this place where you keep your dog and it brought about some difficulties for my family. For instance, your dog grubs out recently planted flowers. I have been watering and caring for these flowerbeds, but your dog has ruined everything. Furthermore, your dog is a real nuisance by barking. It really gets on my nerves and distracts us from remoted work.
I do not want to make a fuss but the noise and misbehavior of your dog bother my family and caused the uncomfortable condition to live in my own apartment.
I would recommend you walk more with your dog and ask for help from an educated professional. As long as I have a dog too, I can share with you the contacts of a marvelous trainer who has been making wonders with pets. A well-trained dog is not only will obey its master but also will behave properly in any place.
If you do nothing with misbehaving of your dog, I would complain to the animal save the organization. Under the law, you could not keep your dog outside without proper protection.
I hope you will take advice and will walk with your dog more often to eradicate destroying property.
Best wishes,
Elena Pr.
