Shrimp industry relied on trawls
The lecture talks about the effectiveness of Turtle Excluder Device (TED). Professors believes that it is great idea to have TED installed to avoid turtles getting caught along with shrimps but there are many loopholes in the considerations made in the paragraph.
Firstly, TED is nothing but a metal barrier which does not allow any species more than 10 cm in size to get inside the trawl, however there are some species of the turtles those are smaller in size and such small, mid size turtles one example of such species is leatherback which might still get caught. Thus reducing the effectiveness of the TED.
Secondly, professor questions about the monitoring of the installed TEDs when the boats are away from the shore. The boat owners may easily remove the installed TEDs when they off shore as TED do not only avoid turtles but there are some lucky shrimps those are more than 10 cm in size and can easily escape. This affects the overall yield/ the number of shrimps getting caught. Thus the mentioned "Shrimp-Turtle Law" does not hold great value.
Thirdly, she believes that there is huge difference in the TED certification worldwide. As shrimp business is worldwide and various countries may have different checks and there are possibilities of false documentation. This questions about following required norms and the certificates might not be really valuable. Thus, having the required certificate doesn't really help the cause.
Thus, even after having the laws, check points and certifications in place to import the shrimps, there are some loopholes in the system which can be easily escaped by the traders. This questions the effectiveness of the rules and regulations.
