The reading and the lecture are both about establishing new rules and regulations about using coal ash which is a waste material produced by burning coal. More specifically, in regard to the passage, the writer presents three theories about how the representatives of coal's firms disagree with these new laws. The lecturer disputes the claims made in the article. He claims that it must be strick rules for handling and storing ash.
First and foremost, the author of the reading states rules already existed and its applied in their market. The article mentions that one of the rules is to use linear to prevent coal ash from going inside soil and the srounded environment. This argument is challenged by the lecturer. He claims that these regulations are not sufficient and liner used only when making new land fill. Additionally, he points out that using linear in all process make harmful damage to ground water which used to drink by people.
Secondly, the author suggests establish hard rules may discourage companies from recycle ash to other material like concrete. In the article it is said that people will stop buy these products because they may feel its harm for them. Again,the speaker specifically addresses this point when he states consumers will not stop buy coal ash products. He goes on to say that by giving an example of dangorus materail call mercury which strick rules applied to deal with it, and it succesfully recycled, Also consumers will not became afraid from using it.
Finally, the author brings his argument to a close by suggesting that corporations will increse the price of coal products because its cost will increase also. Not surprisingly, the professor takes issue with this claim by contending that the results worth this extra cost for the coal. He notes that implements these rules will cost 15 billion dollar, but will increse electricity bill around 1 percent, which is not a big price to have clean environment.
