The passage talks about the gradual increase in the sea level during the last decade and the potential reason for this rise. It states that the rise in the polar ice melting is not the reason for the increase in the sea level. This statement is justified using the example of ice melting in a glass of water. Just like the melting of ice in a glass of water doesnt cause the water to splil over the glass, similar is the situation when ice cap melts. Since the ice is 90% in water and goes into liquid state, nothing drastic would happen.

The speaker in the lecture is not convinced of this reasoning. She states the melting of the permafrost, that is the ice cap present on land can result in increasing sea levels. As this portion of ice is present on land and not in water, hence the above reasoning will not apply. Also, currently we are greatly underestimating the amount of water trapped in the permafrost, which is leading us to undermine its contribution to the increasing sea level.

The 3rd paragraph in the passage mentions that agencies like NASA have stated that they are unaware of the source of the new water, that is causing the increase in sea levels. The speaker is not convinced of this statement. She believes that NASA is unable to account for some portion of the rise in sea level but for most part of this rise, we know the reason. Clearly human activities are causing increased greenhouse effect, resulting in the heating of the atmosphere, causing the permafrost to melt.

The speaker believes that humans are located mostly around sea levels and that given the current rate of increase in sea levels, we do not have the time to adjust to changes. Unlike the passage that states that the sea ;level rise is a slow process and is nothing to be worried about.
