The reading and the lecture are both about the rules about handling and storing a dangerous material called coal ash, made from coal burning. The author of the reading has provided us with some of the reasons that the companies think the rules should not be stricter. The professor, on the other hand, is not convinced of this. She casts doubt on each and every reason the companies have provided.

To begin with, The reading suggests that there are already enough regulations for handling coal ash, for example, companies have to use liner in every pound of landfill they make. The professor states that the liner regulation is only obligatory for the new landfills and does not apply to old ones. However, the old landfills still cause damages to the environment. For instance, a few years ago one old landfill contaminated groundwater.

Secondly, the author of the reading mentions that with the current rules, the wastes are sold for recycling, but if the rules change, with the emphasis that ash coal ash is dangerous, consumers, who help the recycling process now, might get scared and don't buy the wastes anymore. The professor challenges the validity of this point by saying that, strict policies have been applied to mercury for decades now, but it have not scared the consumers off and it has been safely recycled in all this time. She states that the regulations do not necessarily mean the recycling will stop.

Finally, The reading posits that new regulations will raise the cost of power companies, therefore the cost of electricity would be raised and it is not in the best interest of the people. In contrast, the lecturer's stance is that, although it might increase the cost of the company as much as fifteen billion dollars, for the average consumer, it increases the bill by merely only one percent. So it is well worth.
