The article states that new regulation for companies producing coal ash are unnecessary and might have negative effects and provides three reasons for support. However, the professor explains that there should be strict rules for coal ash companies and refutes each of the author's reasons.
First, the reading states that effective environmental regulations already exist. The professor opposes this point by mentioning that using liner in these companies aren't satisfaction. Also, he explains that in current regulation only new landfills should be equipped to liner and there isn't any rule to oblige older landfills to add liner to their pond. There are several old landfills which cause great amount of damages to environment by coal ash leaking to ground water, so there should be new regulation to prevent all sites from damaging environments.
second, the reading claims that some analytic predict that creating strict rules might discourage the consumer to use recycling products of coal ash. However, the professor contends that strict regulation doesn't necessarily cause bad effect on consumer minds about coal ash recycling products. He explains that by looking at consumer respond through rules about other damaging products such as mercury which has a long time strict rules, over than 50 years, we can easily see people show few concerns about recycling products.
Third, the reading avers that strict new regulation would result in significant increase in disposal and handling cost for the power companies. The lecture opposes this point by indicating that although it is true that new rules increases the cost, its results worth this increase. The professor mentions that improving the situation cost companies something like 50bilion dollars, however it means one percent of average using of a house which is less cost to pay for clean the environment.
