The reading and lecture are both about the possible alternative to the traditional private health insurance. The author of the reading states that although cooperatives are established already in many forms, this new alternative seem to provide more health services. The lecturer partially agree with the author yet he opposes the remaining thoughts.
First, the author begins by stating that since such cooperatives are not run by government or a private organization they do not tend to work for profit. In addition, they are capable enough to offer competition to private insurers as well by providing overall coverage and service. The lecturer further elaborates this by mentioning that there will be no board of director thus administration cost will be less. Furthermore, they are operate by their members itself considering to provide service to general public.
Secondly, according to the writing, they do not need support from taxpayers so they are self sustained. Additionally, they have the caliber to generate independent stream of revenue without having to acquire support from anyone. The professor believes there flaws in the writer's position here. He contends that their work is not quiet effective because they could not approach large size and it will take decades to inject scheme however others could do within 2-3 years.
Finally, the reading passage also notes that they are mutual insurance companies since they have presence is pervasive and already existed. Moreover, they can confer significant service as they are comprised of large members. The speaker on other hand points out that even though they sound plausible, there has been instances of failure in the history. For example, in washington DC non-profit health insurance has been collapsed As we can see, the lecturer agrees on writer's viewpoint on some extent, he effectievely challenges the other ideas of author.
