Firstly, the reading claims that artificial reefs creates a field for fish to gather and breed so, the fish numbers that can be caught will rise up. The professor casts doubt on this point by saying that reefs attract fish to them and it makes fish to congregate in a single location. As a result, since the fish crowd is in one place, their possibility to be caught will rise. He states this approach acts conversely and fish numbers decline rather than going up.
Secondly, the article posits that by creating private artificial reefs in secret locations, small-scale fishers would have a chance to compete with large corporations in the industry. In contrast, the professor says that this way may result in safety problems. According to him, by not being aware of the private reef locations, large nets owned by other fishers can be crash into secret reefs and cause several difficulties.
Finally, the reading says that other advantage of creating artificial reefs is that materials that aren't used can be recycled. The professor opposes this point by exemplifying the Osborne reef, that were made out of car tires. He declares that storm made this reef loose and eventually it caused some environmental damage by harming many animal and plant species, which were living on the seafloor. Therefore, unlike what the passage notes, instead of benefiting the fish population, this technique cause more problems.
