Both the reading and the lecture try to discuss the new regulation that government should create for handling and storing coal ash, which can be harmful to the environment. While the reading argues that these new laws are unnecessary and might have negative repercussions; therefore gives some reasons for this claim, The lecturer finds all the ideas mentioned in the reading dubious and brings some evidence to refute them all.
First, the author claims that some useful laws exist right now; as a result, there is no need for the government to fabricate new regulations. As an example, the reading enumerates an important law about the coal ash that forces companies to use a liner in new lands they build for disposal. On the other hand, the lecturer brings up the idea that current regulations are not sufficient . These laws only work for new lands companies build;therefore, the in older sites, chemical components can still leak into the ground and contaminate underground water .
Furthermore, the reading passage holds the view that nowadays ,coal ash generated by power plants is recycled into new products that can be useful,so if the government creates strict regulations about coal ash, then consumers will not buy these new products due to the fact that they may think these products are hazardous. In contrast, the professor plays up with the idea that the fabrication of new rules, will not affect consumers' opinions about the recycled products adversely. For instance, the speaker brings an example about mercury which is also a toxic metal. Although people are aware of this characteristic of this material, they are not afraid to buy it.
Last but not least, the reading asserts that these new strict laws will increase the price of electricity, as a result of the enhancement of the costs in power companies, which is not a good news for consumers. Conversely, the speaker dismisses this idea due to the fact that the increase in the price of electricity is well worthed, and it will cost each user about only 1% more ,that is a reasonable price to pay for a clean environment.
