The main topic of both the talk and the reading is about controlling the negative effect of the coal ash on the environment. The reading states that representatives of power companies are disagreeing with new severe rules and provides three different explanations in favor of this hypothesis. On the contrary, the lecturer not only refutes the author's assessment, but also assert that none of the claims by the reading is convincing on account of the reasons which will follow.
The first criticism of the passage against which the lecturer argues is that required regulations for keeping the environment already exist and the using of a liner, which is a kind of material that can avoid soil from being contaminated by the coal ash, is an evidence of these regulations. As declared by the professor, this regulation is just allocated to new sites, and old ones do not follow this rule. Consequently, harmful components reach groundwater and contaminated drinking water, so both the new sites and the old sites should use a liner.
Moreover, unlike the author which point out that implementing strict rules to control the coal ash, not only will reduce the amount of recycled coal ash products, but also can affect consumers to prevent buying them as they might have a plethora of dangers, the lecturer casts doubt on this idea. He expresses that creating serious rules for controlling the disadvantages of coal ash will not stop consumers from buying recycled coal ash products. The same condition happed for another dangerous substance, which was mercury, and the result of storage and handling till now shows that these regulations will not influence consumers.
Eventually, the reading text brings up the idea that, following strict regulations, power companies would be forced to enlarge the cost of electricity. Therefore consumers will be unsatisfied regarding that. The professor dismisses this reason due to the fact that undoubtedly, this increase in costs will happen, but the result is much more considerable as the environment would be preserved cleaner. In addition, according to the calculations, the amount of extra money that each consumer should pay is trivial.
