TPO 41 - integrated writing
The main idea of both the reading and the talk is whether the adoption of new and restrict regulation to decrease the negative consequences of coal ash is necessary or not. In the text, the representatives of power companies claim new regulation will bring about more negative implications. The lecturer challenges all the arguments mentioned in the reading and says that none of these reasons is convincing.
Firstly, the author states that effective environmental regulation already exist. Conversely, the lecturer brings up the idea that mentioned policy is not effective for old companies. Although some new companies must use linear materials, the old companies waste products have detrimental effects on soil.
Moreover, the author asserts that by regulation of new policy for handling and storing coal ash might discourage the recycling of coal ash into other products. On the other hand, the speaker posits that new regulation has not any influences on recycling materials. Additionally, she says that when new policy have been regulated for mercury, people had non discouraged to utilize recycling materials.
Eventually, the reading passage holds the opinion that new regulation would cause a significant increase in disposal and handling cost for the power companies. The lecturer, however, rebuts this notion by pointing out that although costs for the power companies will increase, this law has not huge impact on the price of electricity, and it will increase about one percent. Thus, this amount of increase is not concern for whom they have concern about the protection of environment.
