Second, the author of the passage asserts that if we create the new restrict rules, then companies will be reluctant to convert this material to other products. On the other hand, the professor gives an example about mercury that is handling correctly since fifty years ago and illustrates that such an event should occur for the coal ash.
Third, the passage criticizes the new regulations and states that this will be very expensive. But the professor acclaims that the cost of this idea will be about fifteen billion dollars which are low cost in comparison to the amount of electricity that is producing.
