n this set of materials, the reading and the listening have a debate about making sever rules for recycling of coal ash. The writer puts forward 3 main reasons which are refuted by following speaker.
First, the writer suggests that usage of liner in new disposal lands is obligatory for preventing of diffusion of contamination in to surrounding places. The speaker views this issue from an opposite angle. According to him, using liner in new pounds and landfills is not sufficient; because old disposal lands need to repair and maintenance to prevent from diffusion of contamination.
Second point offered by writer is that people may be concern about danger of recycling products and this fact reduce their desire for cooperating with government in this matter. On contrary, the speaker casts doubt on this presumption by saying a similar story about mercury. When people found that it is very dangerous they collaborate more with the government.
Last, the writer opposes that not only power companies should pay more money for linering in storage of coal ash, but they also increase electricity tution which due to unsatisfying consumers. In the other hand, the professor holds an opposite view. He claims that this addition in coast is really wealthy. Each 1% addition in storage fee will compensate 50 bi $ price for cleaning of environment. As a result, it is s kind of investment for future.
