TPO-53 - Integrated Writing Task
The writer in the reading gives three advantages about the policy of imposing high taxes on smoking and other unhealthy products. However, the speaker in the listening entirely challenges this opinion. The speaker contends that people will not be benefit from the policy.
First of all, the writing's opinion is that raising taxes on cigarettes leads people to buy fewer of them. As opposed to the writing, the professor says that people would like to buy cheap and lower quality cigarettes which are more harmful to their health. What's more, there are less money left for them to buy healthy food.
Secondly, the writer thinks taxes are financially fair. While the professor holds the opinion that it is unfair when it talks about people's income. In detail, it is a bigger burden for people with small income.
Finally, as to opposed the writing's opinion that the policy will increase revenue for the government, the speaker says that the government would like to rely on it. To be more specific, the government will implement some policies to maintain related income, such as prohibiting smoking at anywhere.
