TPO 53 : integrated writing task
The main topic of the passage and the lecture is about imposing taxes on cigarettes or unhealthy foods. The author of the passage is in favor of this approach but the lecturer takes a different view. She believes that this approach is challenging.
According to the passage, there are several benefits regarding imposing taxes on cigarettes. First of all high taxes lead people to buy fewer cigarettes hence decline the smoking habits and lead to a more healthy society. Also, this approach would be practical for unhealthy foods and beverages. Secondly, As smokers impose medical costs on government it is unfair that nonsmokers contribute equally to covering the costs, hence, high taxes would be a good source for covering medical costs. Finally, High taxes on cigarettes is a great revenue for governments which can be allocated to different projects for example building stadium or creating a public park.
While the author is in favor of imposing high taxes on cigarettes, the lecturer believes that it has some drawbacks and negative consequences. First of all, she mentions that high taxes encourage smokers to buy cheaper cigarettes which have lower quality and contain more harmful substances which cause great health problems. Also by increasing taxes on unhealthy food, people spend more money on it and spend less on healthy foods. She goes on to say that as the smokers have not equal income the imposed taxes are unfair as it has a greater burden on lower-income smokers compared to higher-income smokers. Finally, she mentions that as the high taxes on cigarettes is a great revenue for the governments which worth millions of dollars, some governments may depend on it and don't want to lose this resource. so, they are not strict enough about pursuing policies which prevent people from smoking in public or even private areas.
