a) The knowledge, skills and connections gaining from Australia Award Scholarship would help me accomplish my duty in various ways. First, the training can further my research in the professional field, which is crucial in making any recommendation for Vietnamese Policy framework, the S&T Enterprise Decree, the supportive ecosystem that fosters and enables entrepreneurship and innovation and so on. Second, by sharpening my skills on leadership, critical and creative thinking and problem-solving, I hope to influence and lead young generation, S&T provincial departments, to inspire, motivate them the spirit of entrepreneurship and innovation, to provide them with enough capabilities to consult S&T enterprises and address challenges in an innovate way. Last but not least, becoming a member of international experts, academics and Australia Awards Scholars network, I seek to get professional advice and any cooperation opportunities in the field of entrepreneurship and innovation. For instance, I would have information of market-feasible technologies via the network, then, transfer them to Vietnam, to apply and enhance the productivity of S&T enterprises.
b) The long-held belief of many Vietnamese officials is by far the first challenge while promoting the S&T enterprises development. Indeed, the traditional thought of “managing” instead of “supporting” along with their “manager” style when consulting enterprises are hard to change. Another obstacle comes from the inefficiency policy framework for Innovation or IP commercialization. To illustrate, if an IP results from a government-funded project of an enterprise, the enterprise also has to make a complex IP right or IP usage right transfer procedure. Last, a lack of a wealth of marketable innovation is definitely a major challenge. In fact, many innovations result from government-funded projects are difficult to translate into the market because it is unmatched with enterprises’ need or it is not ready for use.
