I think that it is not true regarding quick decisions as being absolutely wrong. Decision making in humans is a complicated intellectual process than can be ascribed to "problem solving". Whenever a person confronts a problem or question, his/her mind analyzes the question to its basic elements and tries to consider possible answers, then chooses the most suitable one and solve the problem. For example, when a little girl asks her mother whether has the permission to have some candy, it is situation that needs the mother decision. She promptly thinks that the kid has had a slice of cake lately...
