The reading and the lecture are discussing about the necessity of new regulations regarding the disposal of coal ash a byproduct of power plants. The recycled coal ash is being used for building material such as bricks and concrete. She claims that consumers get concerned with this and there would be discouraged to purchase. The lecturer rebuts this statement. She posits that another hazardous material like mercury was being similarly given new regulations regarding its disposal and consumers where not affected. They were not hesitant to buy recycled mercury products in any way.
Finally, the author coveys that there would be more expensive or the power plant companies to dispose and handle the coal ash if new regulations are established. The cost will be ten times greater. Subsequently, the cost for electricity will be raised by the companies and will be not affordable for the public.This is contradicted by the lecturer. She states that cost will be increased but the average household consumer expenses will be raised only by one percent which would not be an issue .
