The reading passage and the lecture are both about new regulation for handeling and storing coal ash. While the passage states that there are several reasons to show that the new regulations are not seem necessary the lecture contradicts these claims and provides the evidence to the contrary.
First, the author argues that there are ristricted regulations for example the companies use much more liner when a new landfill is built. Conversely, the lecturer brings up the idea that liner are not sufficient and liner just utilize for new landfill but there are several old field that could polluted envirenment.
Second, the according to the passage producers would discourage to recycle coal ash to new products because the cunsomer avoid to buy and use these products. However, the professor makes it clear by mentions mercury example. While the rules of mercury recycling are more restricted the companies are not give up recycling this substance.
Furtheremore, the passage holds the view that some new strict regulations are not economical convincing for companies and as a result the price of electricity bill will be increase. In contrary, the professor underlines the fact that of course electricity fee will be increase as a result of these rules but its advantageous weigh its disadvantageous. In this fashion, the fee increase for each bill would be about 1 percent.
