The reading passage and the lecture have conflicting opinions about whether or not the policy of implementing high taxes on cigarettes and other unhealthy products is beneficial or not. The author believes that the policy is beneficial for three reasons. On the other hand, the lecturer argues that all these benefits can be challenged.
First, The reading passage asserts that high taxes on these products will not encourage people to participate in these unhealthy behaviors such as, high taxes on healthy food will decrease overweight problems.
The lecturer, however, disagrees with this opinion. He mentions that imposing high taxes would not necessarily result in change in people's behavior. He explain that some people will proceed to smoke but just switching to lower quality products. These low quality products contain more harmful materials which will cause higher health risks.
Second, the passage believes that taxes will create sort of fairness because that will cover for the medical cost for smokers and not be burden on the society. The lecturer contends that there are different ways for fairness. she elaborates on that by stating that some people may feel that these high taxes will be unfair because they have low-income and they pay the same amount of taxes of high-income people. Hence, low-income people will feel that these taxes are burden on their shoulders.
Finally, the author mentions that the income from high taxes will increase the revenue for the government. Therefore, the authorities will be able to fund some projects that will benefit everyone in the society. The lecturer rebuts this claim by mentioning that this is a downside not a benefit. He explains that these taxes are millions of dollars and the government will try to keep these tremendous amount of money by all ways. Thus, the government may loosen the laws related to banning smoking outdoors just to maintain this revenue keep coming in.
