The main idea of both the reading and the lecture is about Amtrak and whether United States government should own it or not. The author of the passage, by providing three reasons, states that government should not own Amtrak and should sell it to private companies. The lecturer, however, rejects these reasons and says that it is not true and government should not pass the ownership of Amtrak to private companies for the following reasons.
First of all, the writer of the article points out that Amtrak operates on routes that there is not enough passengers there, hence the government loses money because they have to maintain these routes. The professor, on the other hand, refuses this and claims that the main purpose of the Amtrak is not to take profit. Instead Amtrak wants to provide transportation service to the citizens, since all the citizens living in the united states have right to access to cheap transportation and government should provide these services for all the citizens.
Second of all, the writer of the essay posits that it is unfair that government support Amtrak while other private sectors like airlines can't compete with Amtrak. The speaker, on the contrary, refutes this idea and states that government support airlines too and they help airlines with their control tower and offices and also satellites for their needs and communications. So, these airlines would not even exist without supports of the government.
Thirdly, the writer of the text avers that government should maintain and improve roads and highway infrastructures instead of financing Amtrak, because people rarely use railway for traveling. The professor, conversely, rebuts this also and explains that railway inrastructure and systems are out of date and that is the reason why people prefer traveling with private cars and if government invest money in railway system, like japan, people would use railway for their traveling because in this way it will be faster and affordable and attractive to citizens.
