The main topic of both the reading passage and lecture is about the stricter regulations for managing and reserving coal ash which is produced by power plants. Power plants representatives claims that there are already strict regulations to manage the coal ash and taking extra initiatives might have opposite consequences. However, the lecturer is in the supportive side of taking more strong actions to manage coal ash to protect the environment from damage.
First, the power company representatives says that one of the very important regulations companies need to follow is to use the liner-special material to dispose coal ash in every new ponds or landfill they build. Therefore, company representatives thinks that the disposal of waste products does not contaminate the environment. The lecturer refutes the point by saying that using liner material rule is valid for companies which have built new ponds or landfill only. This rule is not maintained by the old companies. For that reason, disposal of coal ash in the old ponds and landfills are licked into the ground water and contaminates it.
Second, the analysts of the power companies predict that very strict rule for managing coal ash might discourage the consumers to use them as recycling products. However, the lecturer oppose the point by saying that stricter regulations will not discourage the consumers to recycle the products. She explains her claim by giving the example of mercury. According to her, though mercury is a harmful product, it is used for recycling.
Third, the companies think that strict new rules will increase the cost of waste handling management; therefore the electricity price will increase which will not be accepted by the general people. The lecturer claims that the increase price of electricity is worth for saving the environment and it will be acted by the general people. She explains that the damage to environment costs 15 billion dollar per year whereas average increased electricity bill will be 1%. So, it can be accepted by the public to save the environment.
Both reading passage and lecture argues about the strict rules for managing the waste product produced by the power companies, where the article claims that there are already enough rules to manage the waste and the lecture opposes by saying that more rules should be introduced to save the environment.
