The given bar chart shows the % of people who can read and write, namely the literacy rate by region and gender in 2011.

Two regions that had the highest rate, almost 100% are Central Asia and Central/Eastern Europe.
East Asia/Pacific might be included to the regions that had the highest rate but this region had difference between male and female in contrast Central Asia and Central/Eastern Europe.
Besides these, other regions show different literacy rates between men and women.
Arab states’ rate is above 80%, it means that literacy rate of this region below than Latin America/Caribbean and above than South and West Asia.
Sub-Saharan Africa was the least literate region by the rate.
Difference between the most and least literacy is about 35-40%.
South and West Asia had the biggest difference between men and women.
