From the general perspective, different trends could be observed, including a growth of transportation and environmental services, a reduction of higher education, K-12 education, and health and human resources over the period.
In 1980, higher education and K-12 education made up the biggest the proportion of expenditure, in which the highest percentage of higher education at 35%, followed by K-12 education and transportation. After ten years, higher education reached a peak of 45% in expenditure rate. Meanwhile, health and human resources, and environmental services witnessed a slight increase of 6% and 1% respectively in the proportion of expenditure, in contrast, K-12 education and transportation dropped significantly to 25% and 16% respectively.
From 1990 to 2000, despite a small drop, higher education continued at the top of expenditure rate at 40%, similarly, K-12 education, and health and human resources experienced a steady reduction. Nevertheless, as K-12 education, and health and human resources rose, environmental services continued its rise from the previous period and transportation grew considerably to 22% in the percentage of expenditure by local authorities.
