Let me explain in more detail. Since he moved in last month, he has had parties with his friends until midnight at least three or four times a week. During the parties, they often play loud music and sing karaoke nosily. Although I have talked to him about these problems for several times, nothing has improved / changed.
Living in a quiet environment is quite important to me because I have to concentrate on doing assignments on a daily basis and also preparing for exams. More importantly, it is difficult for me to fall asleep, and sometimes the noise from his room wakes me up in the middle of the night. Therefore, I usually feel exhausted and have a headache when getting up the next morning.
I would appreciate if you could have a serious conversation with him / could speak to him about the annoyance he has caused. Also, I recommend that you consider setting a strict fine for those who make noise or break any other regulations of the building.
