The listening content totally refutes the reading passage in the benefits of high taxes on cigarettes. To begin with, the author says that high taxes can discourage people from indulging in unhealthy behaviors. However, the speaker asserts that the high taxes on cigarettes can lead people to be healthy. She says that some people smoke lots of cigarettes so that if the cigarettes are too expensive that they cannot afford, they probably turn to buy some loaw-quality cigarettes which are harmful to people. For example, people usually buy some unhealthy food since they are cheap, and they do not care about how harmful they are.
The second point is that the reading thinks that the high taxes are financially fair. Nevertheless, the speaker argues that the high rate taxation is the huge amount of money that the government would not want to lose so that they would allow people to smoke in the public, such as the park.
