The author explains why some power companies are opposed to the much stricter regulations which prevent coal ash released from power plants from damaging the environment, and several reasons are given in support of this argument. Although these points seem reasonable, the lecturer cast doubts on them, indicating that the regulations must be adapted.
To begin with, even though the article cites liner-special material as proof that there are already effective regulations being implemented, the lecturer argues that it is a misconception. Since companies only need to employ liner-special material when they establish new ponds or landfills to dispose of coal ash, the lecturer claims that the regulations aren’t sufficient. Thereby, the lecturer proposes that stricter restrictions must be executed to regulate overall disposal sites including the old ones.
Second, the author mentions that, with stricter rules, some consumers are unlikely to recycle coal ash. For example, the workers may be unwilling to utilize coal ash as building materials such as concrete since it may be dangerous. Conversely, the lecturer dismisses this statement, taking mercury as an example. She points out that, despite the rules, people have been recycling mercury for 50 years without concern. As a result, the lecturer believes that people can keep recycling coal ash as normal.
Last but not least, the lecturer concurs with the author that companies will have additional costs and electricity prices will rise after the enforcement of regulations. Nevertheless, the lecturer points out that the regulations are worth applying. This is because the electricity expenses will only increase about one percent for public households, while the disposal and handling costs of the power companies will significantly increase. Accordingly, the lecturer alleges that it is an acceptable cost for promoting a better environment.
