reasons why the sea otter populations declined

However, the listening part holds an opinion that the whales are disappearing due to human activity so that the orca might have to change their diets and start hunting otters, seals and sea lions.
Lastly, the reading part points out that environmental factors cause the uneven pattern of otter decline. Nevertheless, the speaker says that it is the predation that leads to uneven concentrations. Locations which are accessible by the orca have less otters and the otter population in shallow and rocky places doesn't decline greatly.
