Summarize the points made in the lecture, being sure to explain how they cast doubt on specific points made in the reading passage.
According to the lecture, it is not absolutey true that taxes on smoking would make society healthier than it is. To justify why the lecturer doubt about the benefits of the taxing policy, the followings were described:
First, making unhealthy foods and smoking expensive does not merely lead to reducing usage of them. Imagine one that buys specific high quality cigarette everyday and after rising the price, he or she could not afford it; So the cheaper brand with less quality would success the high quality brand and here is the issue. On the better word taxing policy could result in more unhealthy behaviors or consequances.
Cosideration the income of the consumers is the second objection. A person who is wealthy would not wonder about how much tax would pay, but the poor pay the tax equal to the rich. Smoking and unhealthy feeding tax should consider the differences among people and the rich should be charged more than others. The fiancial unfairity of this plan is a critical problem.
The last one is that the government might be dependent to the income from the unhealthy behavior taxes; In this situation, for example, authorities might avoid to forbid smoking in public locations or inhibit advertising against smoking to increase its income. So the money not only would not be spent to constructing stadiums, schools, hospitals etc., but also, would be harmful to the public health.
As a summary, the financial benefits of such taxes might be spent to other purposes and the main goal of the plan would not be achived properly.
