The main topic of both the reading and the lecture is about creating some new rules and regulations to save and handle coal ash which actually comprises small amounts of detrimental chemicals. The reading passage claims that the recent limitations are dispensable and may have negative results as well. For example, the lecturer mentions to the mercury and provides some explanations about this material. He points out that people safely used and recycled this material for several years. This means that people did not stop using it.
Eventually, the reading passage goes on to mention that new limitations lead to a paramount increase in disposal and controlling costs of the power companies. Under such a circumstance, they really increase the price of electricity. Notwithstanding, the lecturer mentions that this idea is not correct and the idea well works because of the amount of electricity fee increases around one percent of this amount.
