In the reading, the author claims that coal ash which produced in power plants during the burning of the coal has some harmful chemical materials and there are new regulations for handling it but power companies didn't accept them by pointing out 3 reasons of support. However, finding all the ideas questionable and implausible, the lecturer totally repudiates this claim and presents some evidence to the contrary.
At first, the author argues that there are some environmental regulations in this matter and companies should use liner-special material which prevents coal ash from leaking into the soil or surrounding environment. Conversely, the lecturer brings up the idea that it's not sufficient and companies which produce these liner-special materials are not good enough, thus it may much of coal ash leak into drink water and it's so harmful!
in addition, the reading passage holds the view that companies can recycle coal ash according to the rules. on the other hand, the lecturer disputes this reason by clarifying the fact that consumers can recycle the coal ash while they're accepting new regulation.
Finally, the author asserts that these new regulations can cause some increase in bill prices that people should pay it as the last point for supporting the efficiency of the rules that existed before. The lecturer, though, dismisses it by pointing out that this increase is just about 1 percent in every bill and it doesn't matter if people pay this cost for preventing environmental issues.
