Both the passage and the lecture are about a waste product called Coal Ash, which contains small amount of dangerous substances for environment. The passage provides the statement, that effective regulation about handling coal ash already exist, while, the cast brings reasons for inefficiency of current regulations.
First of all, the regulation which requires power companies to use liner-special materials in landfills and ponds has been brought as an instance to demonstrate the efficiency of current regulations. This kind of liners, prevent coal ash components from leaking into the soil, and polluting surrounding environment. This statement has been opposed by the professor who presents the cast. It has been mentioned that according to current regulation only new landfills and ponds are required to be covered by liner-special materials and the old ones are potential contamination source as the components of coal ash might leak from them.
Second, the passage states ,that putting strict regulation toward storing and handling coal ash may result in decrease in demand of materials ,which utilize recycled coal ash. The professor, in response, mentions that creating strict regulation for storing and handling other similar materials such as mercury in the past has not resulted in decrease of recycling of these materials ,and believes that customers will keep buying these products.
Finally, the author of passage believes, that putting new regulation will cause a great increase in electricity bills of consumers which is not welcomed by general public, whereas, the professor states that, all of the required investments will cause just one percent increase in cost of electricity which totally worth to protect the environment.
