There exist many scholarship programs by individual and governmental entites that reduce the financial burden of students. Education is one of the formost agenda of most government. Education brings a good social impact and a positive reform in a country's economy. Funding directly, to those who can not face the financial liability involved with university education is much more daunting in a long run as compared to the benefits it provides.

Firstly, direct funding to such an endevour would cost huge chunks of money to government. Government earns by the taxes it collects from the citizens and using this money to support education of those who cannot pay is absured as the same money could be used for the betterment of society. Specifically, a country whose economy is in shambels such a policy would eleviate the country's economical crisis. Indian government pays nearly 80-90% of the fees of those students, whose family lies below the poverty line. India's economical condition is already in deteriotion. It owes biilions of dollars to world bank, and some developed nation. The major reason or point that lies ahead of india is to become a developed nation and to irradicated unemployement which requires investments in sectors not only limited to education but also to sectors like infrastructure, transportation, businesses, and many more.

Secondly, these govenmental policies are prone to misuse by some students. Some students fake up documents just for the lucre, because they know that government is going to fund their education so why should they pay even if they could. Their exist many student who know the loopholes in the policy and make effective use of it, while some other who genuinely need funds, but are alltogether unaware of the advantages such schemes. Indian government, has made up a policy that ensures each bank to give education loans to students who are below poverty lines. Such loans come at an interest rate of as low as 5%, with no extra interest uptill 1 year of the end of the course. This education loan has seen highest number of bad loans or the sum which never paid the money back. Showing how some policy made can be seriously missused.

However, Research has shown that educated people tend to do much better impact to soceity when compared to their uneducated counterparts. It is also a known fact that crime ratio is more common in uneducated when compared with the educated personals. Education is essential for the betterment for the soceity. Education reduces unemployement, these educated people are more likely to be selected into a job, which will eventually be a income source of the government becauses of the taxes collected.

Thus summing it up, even though it might seem logical to provide free education to those who deserve and can't pay. The soceity as a whole gets benefited out of it. Given how frawds are common in such a scenario strict set of rules may be used to minimalize the chances of frawd. However as inadverently as it may sound, government directly funding to students must be avoided.
