The reading discussed over this point that increasing cigarette taxes brings about several advantages three of which explained in the article, yet the lecture pin points that each of this benefits face challenges which explains as follow.
First, according to the passage high taxes over cigarette discourage smoker to but cigarette and instead persuade them to give up their unhealthy habitats and this approach can be applied for unhealthy food. However, this is in contrast with what the professor believes. She explains that with increasing cigarette taxes, smoker prefer to buy cheaper cigarettes with lower quality which have even more tobacco and cause even more health problems for smokers similarly it happens for unhealthy food since people would not ignore their unhealthy diet and as a result they have less money to buy healthy food.
Second the article supports this point that high taxes for cigarette is financially fair for smoker since this taxes can be used for medical costs and smokers definitely are the main subscribers of these medical services in comparison to the normal members of the society. Nevertheless, the professor casts doubt on this point since she believes this taxes would be unfair for even smokers. She mentions that smokers are two types from low salary and from high salary and these taxes do not make any difference for the second group while, it makes a huge difference for low salary smokers.
Third, the passage claims that taxes over cigarette can be a great revenue for government for benefit of public welfare and constructing parks and stadiums. this is, however, in opposite of what the lecturer believes. She points out that this policy prevents the governments to put signs and alarms for unhealthy consequences of smoking cigarette and brings about even more harmful results because governments do not want to lose its budgets that come from these taxes.
